A] The word is usually spelled skell, and it’s defined in my books as referring to a homeless person, vagrant or derelict, though others have mentioned that there is some idea of small-scale villainy attached to it. It’s an odd word with a mysterious history. In its modern form it’s first recorded only from the 1970s in the US, most especially from New York, though it is almost certainly older.

one of the listings I found was saying something about 'recent' slang  but then said something about cop shows circa 1997.

OH well -  I think I was the last person on earth to learn about Craig's List this spring.

AHEM... *FIRST* recorded in the 1970's.. Ms. Carrie... Tongue

It is actually a more recent term... it has become common terminology for Public Safety professionals when referring to street bums.. also known in the winter time as bumsicles!!!!!!  It's more PC than saying POS.. LOL!

We call them skells because they were thin, heroin addicted and lookin-like a skeleton!!!!!!!  Definitely a North Jersey/New York term!!

It wasn't until I started working in Philly that people said to me... UM.. you're from North Jersey, aren't you???  Roll Eyes Roll Eyes  I talk fast, but no accent!! WTH?Huh

hmmm, I knew what stoop was too..... although we never call it that but apparently I know some people who know some people .............
 Wink and I have heard it said here through the grapevine... LOL

Anywho... your wife looks like she has fallen for Mr Chubbs; much like my daughter and I.   
Grin I remember when my husband began talking about getting a bulldog and my son was so excited whereas my daughter and I tried to talk them out of it.... well now, my daughter and I LOVE our little Louie baby!  Kiss Grin

Mr. Chubbs is such a cutie!!!!
