No you just enter once.  There are usually a ton of entries so it will take a while for Evie to get up for voting.  James does a good job to make sure everyone that enters gets in at some point.

Yup, I think I remember James mentioning that it was at least 6 months for the Bulldog Of The Month Contest, but The Bullie Gang contest is not that long of a wait.
